New IBCC & Federal Board 10-Tier Grading Scheme (SSC-I / 2026 Onwards)

National Educational Reform • 40% Minimum Passing Standard

Important Policy Shift (Effective 2026): Under the Inter-Boards Coordination Commission (IBCC) national reform guidelines, the traditional marks-based competition and old 5-grade system (A to E) are being phased out in favor of a standardized 10-tier qualitative grading scale.

Implemented for SSC-I (9th Class) in 2026: Federal Board (FBISE) officially rolled out the 10-tier grading scale for 9th and 11th class examinations from 2026, with full adoption across SSC-II/HSSC-II scheduled for 2027.
Passing Marks Raised to 40%: The minimum passing threshold has been raised from 33% to 40% across national curricula. Students scoring below 40% are placed in the 'U' (Ungraded) category.
Provincial Transition: Punjab, Sindh, KPK, and Balochistan boards are synchronizing with the IBCC grading formula to ensure unified university admission eligibility.
